We start with a chain 16+4

Row 1: Then DTR into the 5th chain from hook. Continue DTR across (16 stitches total).

Row 2 and beyond: Turn, chain 4, Skip first stitch, Work DTR across. Place last stitch into the turning chain

Continue making DTRs into each chain, and you should have 16 tall stitches.
